The 2022 Quebec general election held on October 3, 2022 resulted in a second decisive victory for the Coalition avenir Québec (CAQ), led by François Legault. The CAQ won 90 of the 125 seats in the National Assembly, 16 more than in 2018, with 40.98% of the popular vote.

[…] À l’époque, les Innus avaient notamment dénoncé le manque d’informations entourant le projet qui prévoyait à l’époque d’inonder un territoire de 228 km2. L’un des risques évoqués est celui de faire augmenter le taux de mercure des poissons qui y sont pêchés par les communautés autochtones. […] De premiers échanges ont eu lieu avec les communautés locales, et la société d’État compte poursuivre le dialogue, affirme le porte-parole. »

Justification

Hydro-Québec is evaluating the possibility of a new dam on the Petit Mecatina River, but no negotiations have been undertaken with the local Innu communities.

“Hydro-Québec is resurrecting the Petit Mecatina River hydroelectric power plant project, located on the North Shore. The Crown corporation is studying its potential and will soon meet with local communities to assess its social acceptability. […] The Innu communities also seem open to participating in the construction of such a project, as partners, according to Quebec.”

The government has plans to build new dams, notably on the Magpie River, but no negotiations have been announced with the First Nations.

“But most experts consider it a better economic option than building dams on Quebec’s Petit Mecatina and Magpie rivers, which together would provide some 2000 MW. These projects would face fierce opposition from the Innu of the Côte-Nord region, not to mention environmentalists in Montreal. // Development of Gull Island would also require an agreement with the aboriginal peoples of Labrador.”
