The system exists and concerns all eligible employers.
“Starting September 26, 2024, certain LMIA applications submitted for low-wage positions will be affected by the following measures: // certain LMIA applications for low-wage positions in census metropolitan areas with an unemployment rate of 6% or higher won’t be processed; // in some sectors, the current 20% cap on the proportion of low-wage positions is being reduced to 10%; // in the construction and healthcare sectors, the cap on the proportion of low-wage positions is being reduced to 20%; // the maximum employment duration for low-wage positions is being reduced from 2 years to 1 year. […] Recognized employers can benefit from validity periods of up to 36 months for LMIA applications that receive a positive decision. They can also access a simplified LMIA application when hiring additional workers.”

The promise is still in progress, as the pilot project was launched in 2023 and will run for three years.

REP is a three-year initiative that will help to address labour shortages and reduce the administrative burden for repeat employers participating in the program who demonstrate a history of complying with program requirements. […] REP will be rolled out in two phases: first, primary agriculture employers will be able to apply starting in September 2023, while all other employers will be eligible to apply in January 2024. Employer applications for REP will close in September 2024.”

The system will not affect all Canadian employers until January 2024.
“Alongside a commitment of $29.3 million over three years, REP was first announced in Budget 2022 as the “trusted employer model.” Under REP, eligible employers will gain access to Labour Market Impact Assessments (LMIAs) that are valid for up to 36 months, while also benefitting from a simplified LMIA application, should they need to hire additional workers from the same occupation during the Pilot. […] REP will be rolled out in two phases: first, primary agriculture employers will be able to apply starting in September 2023, while all other employers will be eligible to apply in January 2024. Employer applications for REP will close in September 2024.”

“Afin d’améliorer encore le PTET, le budget de 2022 propose un certain nombre de mesures visant à accroître la protection des travailleurs et à réduire le fardeau administratif pour les employeurs qui participent régulièrement au Programme et sont dignes de confiance. Cela inclut par ailleurs 29,3 millions de dollars sur trois ans pour mettre en place un modèle d’employeur de confiance qui réduira les formalités administratives pour les employeurs chez qui les migrants retournent travailler et qui respectent les normes les plus élevées en matière de conditions de travail et de vie, de protection et de rémunération dans des domaines à forte demande; et 14,6 millions de dollars en 2022-2023 pour améliorer la qualité des inspections auprès des employeurs et pour tenir ces derniers responsables du traitement des travailleurs.””
