This is a bilateral agreement, but part of an announced federal health funding program that includes virtual healthcare.
“Canada and Saskatchewan announced a binding agreement in principle on the Working Together to Improve Health Care for Canadians plan, supported by nearly $200 billion in federal funding over ten years, [which] includes a $25 billion federal commitment in bilateral funding […] focused on four shared health priorities, [… including that of] modernizing health systems through health data and digital tools”

The funding is partial and does not directly target the needs for virtual health care, but these are among the federal priorities that can be selected by the provinces as part of this funding.
“The new fund proposed by the federal government also includes an envelope of $25 billion over 10 years to be distributed among the provinces through bilateral agreements […to be] accompanied by “an action plan adapted to the needs of each province” to advance “common priorities” identified by the federal government, [including] data sharing between provinces, better access to family doctors, reduction of surgical waiting lists and funding for mental health services. To access these funds, provinces will have to choose which of these priorities they wish to pursue”
