Promise History
1.04.06 - “Fix the current EQAO testing regime that is failing our kids and implement a standardized testing program that works”
17-Feb-2022
The Province of Ontario announced a Learning Recovery Action Plan in February 2022 that included measuring student learning levels by resuming the Grades 3 and 6 EQAO assessments. However, they did not articulate plans to roll out the modernized tests that had been trialled in the 2020-21 academic year for Grade 9 students. As steps were taken to modernize the EQAO, however not fully implemented for all students in a standardized manner, this promise is conisdered partially kept.
“[Ontario’s Learning Recovery Action Plan] leverages and expands proven, high-yield programs and supports, and introduces new initiatives to address critical gaps, with the following five pillars: [Resuming EQAO assessments to measure and assess learning levels.]”

In March 2019, the Ontario government announced that it would work with the Education Quality and Accountability Office (EQAO) to “modernize” the agency and its processes. It was then announced in June 2020 that EQAO tests would be cancelled for Grades 3 and 6. In September 2020, the Ontario government announced a Request for Bids process, to acquire a provider capable of developing an online standardized test. In December 2021, the EQAO announced the findings of their field test for the modernized, standardized and online EQAO tests for Grade 9 students. However, testing for Grades 3 and 6 remained on hold. As these tests remain on hold, and the modernized standardized tests are still in trial, this promise remains in progress.
“During the 2020–2021 school year, EQAO field tested the online Grade 9 Assessment of Mathematics and Ontario Secondary School Literacy Test (OSSLT) with secondary-school students who were attending school in person. The goal of field testing these new digital large-scale assessments was to gather information to support the continued development of the e-assessment model and platform. Individual student achievement results were made available to teachers, students and principals. As the field tests progressed, EQAO used stakeholder feedback to enhance the e-assessment system.”

“Today, EQAO launched the request-for-bids process in an effort to source the expertise required to develop an online testing solution. This change will allow the agency to modernize its approach to assessment and data collection to be more nimble, effective and focused on student achievement.”
