Teachers are no longer required to pass the Math Proficiency Test following a recent decision made by The Ontario Superior Court of Justice - Division Court. The promise is therefore considered broken.
“As a result of a recent decision of the Ontario Superior Court of Justice – Divisional Court, the Mathematics Proficiency Test (MPT) is no longer a certification requirement.”

The Ministry of Education launched a four-year math strategy in August 2019, which focuses on developing math competencies for students, parents and teachers. However, the promise wording, “make mathematics mandatory,” implies that mathematics will be curricularized or made a mandatory component of the coursework of all teachers’ college programs. This policy output is inconsistent with the language of the promise; however, it can be considered a step towards the fulfillment of the promise since future teachers will need to raise their math skills to pass the test and those who do not pass the test will likely upgrade their math skills to reach the required math competency. The promise is considered partially kept.
“Passing the Mathematics Proficiency Test (MPT) is now required to become a certified Ontario teacher.”

“The Registrar shall issue a certificate of qualification and registration to a person who, […] successfully completes any prescribed examinations relating to proficiency in mathematics that are required for the issuance of the certificate.”
