As construction has not started on the Windsor-Essex Hospital, this promise is considered broken.

In October 2021, the Ford government announced that the hospital moved into Stage 2 planning, which involves funding and a fixed date for the tendering process to begin. The tendering process for the new Windsor-Essex hospital will likely begin in early 2025, with construction scheduled to begin in 2027. In May 2023, the hospital announced that it had completed stage 1.3 of the planning process, which includes a campus plan. This promise is considered in progress as we continue to see the project move forward.
“Windsor’s new acute care hospital will cost more than originally anticipated, hospital officials said Monday, as planning reaches a new milestone on the multi-billion-dollar project. Hospital leadership announced the completion of Stage 1.3 of the hospital planning process Monday, having submitted more than 1,000 pages in plans to the Ministry of Health on Friday. “It’s a major planning milestone and it shows the collaboration extensively between the many partners within the hospital and the community,” said David Musyj, CEO of the Windsor Regional Hospital. “
