2.11.21 - “A re-elected PC government will invest $730 million to bring two-way, all-day 15-minute GO train service all the way to Bowmanville”

This promise was initially made during the Ford government’s first term (see more here). The project received further commitments during the 2022 Budget, and in 2023, the Ontario government announced that it had awarded a contract to advance planning. Over the summer of 2023 Metrolinx ran consultations with communities impacted, which was supplemented with a 30 day public review period in October 2023. This promise continues to be in progress.
“In 2011, Metrolinx completed an Environmental Project Report (EPR) to assess the proposed expansion of GO transit infrastructure from Oshawa to Bowmanville. The EPR for the Oshawa to Bowmanville Rail Service Expansion and Whitby Rail Maintenance Facility, referred to as the ‘Project’, considered the potential environmental impacts of the Project and recommended appropriate mitigation measures. […] Following the Virtual Public Information Centre and Virtual Open House held in June 2023, the addendum to the previously-completed 2011 Environmental Project Report (EPR) was ready for review and comment for a 30-day period from Thursday, October 5, 2023 to Monday, November 6, 2023.”

“The Ontario government has awarded a contract to advance planning to extend GO train service to Bowmanville, marking another milestone in the province’s plan to deliver more transit options, connect communities and save families time and money in Durham Region and across the Greater Toronto and Hamilton Area (GTHA). […] The early stage infrastructure planning contract will support the nearly 20-kilometre extension project, which includes new tracks and signals, seven new bridges and at-grade crossing upgrades.”
