The 2022 Quebec general election held on October 3, 2022 resulted in a second decisive victory for the Coalition avenir Québec (CAQ), led by François Legault. The CAQ won 90 of the 125 seats in the National Assembly, 16 more than in 2018, with 40.98% of the popular vote.

2.02.011 - “[A re-elected CAQ government] will adopt new land-use planning guidelines. These will support the creation of comprehensively high-quality, sustainable living areas, ensure conservation of nature and agricultural land, and carry on in the fight against climate change. The guidelines will also promote more authentic, dynamic, and economically vibrant communities. Supportive resources will include a bank of specific indicators and targets developed and agreed upon with the community, plus follow-up measures to help us to achieve our land-use and architectural objectives.”

The government presents the action plan for the promise. This will run from 2023 to 2027.

“The 2023-2027 Implementation Plan, unveiled on June 26, 2023, presents the measures and actions that will be deployed to realize the strategic vision of the Politique nationale de l’architecture et de l’aménagement du territoire (PNAAT). It aims to create the conditions that will contribute to improving the quality of life of Quebecers everywhere, for the benefit of future generations, while strengthening collaboration with partners in the field. //The implementation plan (PMO) presents strategic measures and specific actions, grouped under nine objectives. Six strategic measures form the core of the actions the government will deploy to implement the Policy. These measures, which are cross-cutting in nature, will contribute to the implementation of the four axes of the Policy (see the summary document (PDF 452 Ko) of the PMO).”

Justification

This policy allows the creation of quality, complete and sustainable living environments, as well as attempts to ensure the preservation of natural spaces and agricultural land.

“On June 6, 2022, the Québec government unveiled the PNAAT. This policy, drawn up following several consultation processes, is structured around four areas: // quality living environments that meet the population’s needs; // planning that preserves and enhances natural environments and agricultural land; – dynamic and authentic communities throughout Québec; // greater concern for land and architecture in public action. // The PNAAT represents a new vision to guide collective action concerning architecture and land-use planning. It will allow complete, healthy, lasting, inclusive and human-scale living environments to be built.”

Justification

The implementation of a modern monitoring system makes it possible to establish follow-up measures that enable the achievement of planning and architectural objectives.

“Assistance of $43.7 million over five years is thus set aside to support municipal stakeholders in achieving the objectives of the PNAAT and carrying out quality development projects. // The implementation of a modern system for monitoring planning issues, at a national and regional level, will enable the government and RCMs to track changes in land-use planning in order to base their planning choices on conclusive data. // With the help of researchers and university partners, this measure involves drawing up and tracking changes in national and local indicators and compiling five-year reviews. // An amount of $17.4 million over six years is provided for the implementation of a monitoring system to keep track of the achievement of the objectives of the PNAAT.”

« La Politique présente une vision pour l’architecture et les territoires de demain ://“En 2042, le territoire du Québec ainsi que son patrimoine architectural sont considérés comme une ressource précieuse et non renouvelable. Ils constituent une partie intégrante de l’identité nationale et un legs pour les générations futures. Le Québec est un leader en matière d’architecture et les Québécoises et les Québécois sont fiers d’habiter des milieux de vie complets, de qualité, conviviaux et inclusifs qui répondent de manière efficace et efficiente à leurs besoins.//Ces milieux de vie contribuent à la santé, à la sécurité, au bien-être et à l’épanouissement de toutes et de tous; ils favorisent la mobilité durable, l’économie d’énergie, sont résilients et concourent à la lutte contre les changements climatiques. Ils sont aménagés, construits et valorisés à travers tout le Québec, en milieu urbain comme en milieu rural.”//L’ensemble de la démarche d’élaboration de la Politique a permis de dégager une vision stratégique pour guider l’action collective en matière d’architecture et d’aménagement du territoire.
